在新型电力系统建设持续推进背景下,海量分布式资源参与电力市场成为电力行业发展的重要趋势。基站储能作为数量庞大、分布广泛的分布式灵活调节资源,兼具通信基站后备供电保障与电网功率调节双重属性,能够为电网提供调峰、调频等辅助服务,是提升电网柔性调节能力、挖掘分布式侧资源价值的重要载体。本工作围绕基于目标鲁棒的联合参与数学决策模型展开研究,构建了储能单体运行与聚合商收益量化的基础模型,搭建了目标鲁棒优化决策框架与约束体系,同时明确了模型等价转化方法与求解逻辑,最后对未来发展方向进行展望,为我国基站储能规模化参与电力市场的工程化应用提供理论参考。
Against the backdrop of the continuous advancement of new-type power system construction
the participation of massive distributed resources in the electricity market has become an important development trend in the power industry. As a large-quantity and widely-distributed distributed flexible regulation resource
base-station energy storage possesses the dual attributes of backup power guarantee for communication base stations and grid power regulation. It can deliver auxiliary services such as peak shaving and frequency modulation for power grids
and acts as a critical carrier for improving the flexible regulation capability of power grids and tapping the value of distributed-side resources. This paper conducts research on the joint-participation mathematical decision-making model based on objective robustness. Basic models for the operation of individual energy-storage units and the benefit quantification of aggregators are established. An objective-robust optimization decision-making framework and constraint system are constructed. Meanwhile
the equivalent transformation method and solution logic of the model are clarified. Finally
prospects for future development directions are presented
which provides theoretical reference for the large-scale engineering application of base-station energy storage participating in the electricity market in China.
